Is Binance safe to use?
A $4.3bn guilty plea, a proof of reserves it had to correct for overstating reserves, and a protection fund that has actually paid out. All three are true.

Is Binance safe to use?
Binance is the largest exchange in the world and among the cheapest we measured, at about 0.10% effective cost on a $10,000 bitcoin buy. It is also the venue whose safety question has the most contradictory answers, because the evidence genuinely points in several directions.
The strongest thing it has
SAFU — roughly $1bn, held at a published on-chain address, with a stated rule to top it back up when drawn on. What makes it different from almost every other protection fund in this market is that it has actually been used: the 2019 theft of 7,000 BTC was covered and users were made whole.
Most exchange "insurance funds" are self-declared, unverifiable, and cover futures liquidation losses rather than theft. A fund with a public address and a payout in its history is rare, checkable evidence that it is real.
The proof of reserves problem
Binance publishes a liability-inclusive proof using a Merkle tree and a zero-knowledge proof, with self-verification available. On paper that is a strong methodology. Two things weaken it.
First, there has been no named auditor since 2022 — the numbers are self-attested, so no outside firm's reputation is attached.
Second, and more seriously: in January 2026 Binance announced that it had been excluding platform-owned assets from the calculation, which had, in its own words, resulted in the display of an inflated reserve ratio, and changed the display. A proof of reserves that had to be corrected for overstating reserves is not a proof you should lean on. Kraken's third-party-attested equivalent is a materially different instrument.
The enforcement record
In November 2023, Binance pleaded guilty in the United States and agreed to penalties totalling $4.3bn, with its founder stepping down and later serving a custodial sentence. That is the largest resolution in the history of this industry.
How much weight to give it is a judgement. The case concerned compliance failures rather than misappropriation of customer funds, the penalties were paid, and the business has operated under a monitorship since. It is not the same category of event as an exchange losing customer money — and it is not nothing.
Where you cannot use it
- The United States: binance.com blocks US residents entirely. Americans are served by Binance.US, a separate company with its own thinner order book, which does not serve 16 jurisdictions including New York, Texas, Ohio, Oregon, Washington, Connecticut and Georgia.
- The EU and EEA: users have been restricted since 1 July 2026, removing the fiat rails that matter most to a large part of Europe.
- The consequence: the 0.10% figure that makes Binance look cheap comes from the global order book, which many readers cannot reach. See which exchanges Americans can actually use.
What else is thin
We could find no public uptime or status history for the global exchange — a conspicuous absence for a venue of this size, and one that several much smaller competitors manage to publish. Its asset and network coverage is the widest in our rating, with the listing churn that comes with it.
A protection fund that has paid out is worth more than a proof of reserves that had to be corrected. Binance has both.
The short version
Binance is cheap, deep, and has the only exchange protection fund in this market with a verified payout in its history. Its proof of reserves is self-attested and was corrected in January 2026 for overstating the reserve ratio, it carries the largest enforcement resolution this industry has seen, and it is unavailable to Americans and restricted for Europeans. Reasonable for a working balance if you can reach it; not a place for a long-term holding.
Frequently asked questions
Is Binance safe in 2027?+
It has genuine strengths — the deepest liquidity, about 0.10% effective trading cost, and the only protection fund in this market with a verified payout, the 2019 theft of 7,000 BTC. Against that: a self-attested proof of reserves corrected in January 2026 for overstating the reserve ratio, and a $4.3bn US guilty plea in November 2023.
What is Binance SAFU?+
A protection fund of roughly $1bn held at a published on-chain address, with a stated rule to replenish it when used. Unlike most exchange insurance funds it has actually paid out: the 2019 theft of 7,000 BTC was covered and users were made whole, which is rare verifiable evidence a fund is real.
Did Binance fake its proof of reserves?+
It did not fake it, but it corrected it. In January 2026 Binance announced it had been excluding platform-owned assets from the calculation, which had resulted in the display of an inflated reserve ratio, and changed the display. There has also been no named third-party auditor since 2022, so the figures are self-attested.
Can I use Binance in the US or EU?+
Not binance.com in either case. US residents are blocked and served instead by Binance.US, a separate company that does not operate in 16 jurisdictions including New York and Texas. EU and EEA users have been restricted since 1 July 2026.
